Football outside the Blue Square Bet regional divisions may need further regionalisation. The current step up has just 3 divisions at Step 3, level 7 of the English league system. The 6 divisions at Step 4 include two around London (Isthmian League) leaving the rest of the country served in-effectively by just 4 divisions, Then at Step 5 there are some county leagues while other leagues cover a huge geographical area and only 12 promotion places for 14 divisions!
Travelling time and distance at Step 3 and Step 4 don't adequately reflect the level (Its the 7th & 8th level of English football) or the support.
Any solution needs to reduce travelling for all teams, whilst maintaining a strong competitive playing standard and allow for adequate promotion and relegation opportunities.
The format below 'merges' the current Steps 3, 4 & 5 into just two steps, Step 3 having 6 Divisions and Step 4 having 18 Divisions.
It is probably not reasonable to consider the Conference changing from it's current format. So it's Step 3 downwards where the pyramid needs to become (much) fatter.
Promotion & Relegation:
Step 2 The only change in the Conference would see 4 relegation places per division rather than the current 3.
Step 3 The 6 champions automatically promoted. The 24 teams finishing in positions 2,3,4 & 5 enter the play offs (See below for how play offs could work). The bottom 4 in each division would be relegated.
Step 4 The 18 champions automatically promoted. The teams finishing in positions 2,3,4 & 5 in each division enter the play offs for the remaining places. The 2 bottom teams in each division would be relegated, however, with only 32 relegation places required, the teams with the best PPG could be reprieved
Step 5 would have 32 Divisions with fixed boundaries (comprising 3 postcode areas* each)
Step 6 having 96 Divisions with fixed boundaries, 1 Division for each postcode area.
Ground grading:
Simple changes needed: The new Step 3 would have the current Step 4 requirement, new Step 4 the current step 5 grading and so on.
These line ups are just for example only, and should only be considered as such. The teams* used are purely for indicative purposes, they are not necessarily the teams that would make up any revised constitution and are used simply to show the general geographical spread of this type of structure:
*Line ups based on League positions as at 30th March 2011 Step 3 comprises of the current Step 3 plus the top half of each current Step 4 division. Step 4 comprises the bottom half of the current Step 4 plus all of Step 5 and a couple of Step 6 teams to make the numbers up to 20 per division.

Fixed Boundaries
Allocations at step 3 & 4 are ordered by latitude & longitude coordinates. Each division having flexible boundaries, and teams allocated by co-ordinates rather than committees.
Promotion & Relegation
Step 1: As at present
Step 2: Promotion; Champions + Play off winners, 4 teams relegated per division
Step 3: Promotion; Champions + Play off winners, 4 teams relegated per division
Step 4: Promotion; Champions + Play off winners, max of 3 teams relegated per division
Step 5: Promotion; Champions or highest placed team wishing to be considered for promotion. Relegation dependant on maintaining fixed boundaries.
Step 6: Promotion Champions. Relegation dependant on maintaining fixed boundaries.
Step 7 and below: A continuation of fixed boundary leagues, postcodes could be split further to reduce travelling further down.
*Some parts of England have Postcodes associated with Scotland and Wales, these teams would join the nearest appropriate postcode league.
Play offs Step 3:
Champions qualify for automatic promotion. Teams finishing 2md,3rd,4th & 5th in each division qualify for the playoffs
The 6 2nd placed teams plus the 2 3rd placed teams with best ppg (points per game) exempt until 2nd round.
The remaining 16 teams ordered by PPG in the first round. The highest placed ppg at home to the lowest placed ppg team (ie 1st ppg v 16th ppg, 2nd v 15th, 3rd v 14th etc,) (ties to be played mid-week immediately after end of season).
The 8 winners of round 1 joining the 8 exempt teams in the second round. Again the highest ppg playing the lowest ppg remaining teams (ie 1st ppg v 16th ppg, 2nd v 15th, 3rd v 14th etc,) (ties to be played first Saturday after end of season)
The 8 winners of round 2 are again ordered by ppg with the best again having home advantage in the Semi-Finals (ie 1st ppg v 8th ppg, 2nd v 7th, 3rd v 6th, 4th v 5th) Ties played the next mid-week.
The 4 winners contest the two finals again with home advantage to the teams with the best ppg Ties to be played the weekend following the semi's.
Play offs Step 4:
Play offs on the same format as for Step 3.
How would a 1,2,4,8,16 format look?
These maps are only for fun and based only on personal guesses. The actual constitutions will be agreed by the FA and the various League at the AGMs in June 2010. No value should be given to the content and no liability is taken what so ever. The Maps will be updated on a random basis to reflect the latest league positions.
